i want to goods(mil.goods, patoleom etc.) and every time i offer a country lots of money in excahnge of goods they reject( and i mean more then 100bl$).

so is their another way to buy goods?

yes trading from the WM is always an option. Except on the world map

In the resource tab, you can find a slider under each individual resource window that will let you choose an amount of resources you would like to buy from anyone who is selling, and for what price. The Import tab for each resource.

Yes, this is the way to think of it. Unless you are being boycotted, or have set prices too low, or locked your import panel from importing goods, purchases happen automatically. You can also ask to bulk purchase - doing so will buy what you can automatically from whoever is doing the selling.
