Actually, it is possible to build a bridge over there in real life, there are even a bridge company that has the designs ready, they just lack the funding, not to mention the clarence from Spain, who doesen't like the idea of African refugees being able to freely cross the border into their country.

The website that had I found also said...
Slightly impracticable for a war-bridging situation...A group of American and British engineers have studied the feasibility of building a bridge to span the straits. Such a bridge would be of a combination suspension-truss design and would dwarf any existing bridge in height (over 3000 feet) and length (15 km).

i build a bridge over that spot when i played as europe. It is easily done!!!
Just move some engineers over it to speed it up.
BUT!! you of course have to control the hex in which the bridge must be build!! Is that your prob?
I saw a doc on discovery about such a bridge.
It wouldnt be impossible but very expensive and dangerous, because of the heights involved AND the windspeeds at such heigths, and it is a very windy part.
