Bug? Selling units

I gave units to Europe and Africa, They accepted however the units are under there control and still in my region? I thought they transfered?

Last I read, this is how they want it...

I would rather them code in a week delay in delivery of the sold goods, and then have the units arrive in the other region's capital, or WM rally base.
