Civilian rating - how do I improve it?

OK I know how to change the diploatic rating of a region, but the civilians dont like me :( (the diprate goes up but the civrate stase the same)

what can I do for them to like me - so I'll be able to sign alliance ??

if you give them money all the time with no return the diplomatic rating will go up but the civil rating will stay foot...

so... to my question is:

how can I improve the ai's civil rating?
