i think initiating alliances and trade, will make your wm rating go up, as they see this as a move towards peace (i think anyway)
also attackin a region with a very low wm rating shoudl make your wm rating go up

If memory serves, the WM also looks at your DAR and how you run your country. I'm trying to get David or George into this one but they're currently working on the update...
