Since we get notifications about World Market offers... it'd be cool if our intel could sometimes let us know what they got, same with other diplo deals.

I believe if you check the World Market News that you will see offers that are made to other regions in the map you are playing. Or you see offers in the green status line. I'm not sure and it would awhile to test and find out. If you are playing look in those two sections.

Why would you, offer was not sent to you

This is one of the things that the Ops department should include but was never in the design. I'll mention it to David to add it when he redesigns the section.
