Receiving WM units without a base

In a scenario, an opponent has no more military bases left, only a capital and naval base. They have bought military units from the World Market, and these units showed up in the capital/outside the naval base. Is this working as designed?

Yes, ground units can be delivered to the capital if there are no ground bases left.

Air and naval units require at least an airstrip/seapier to be delivered.
