Loss of bases

I built a base or two and upgraded a couple airbases in the first mission in the PA campaign, they were gone in the second mission! is this a WAD or a bug?

When playing through a campaign, upgrades you place in one scenario do not carry through in the next stage - you are given a new slate that may have different facilities in place.

Units (except garrisons, which are redeployed), treasury, research, product stocks, etc are carried from one level to the next.
