As I advanced toward West PA, I found the enem'y artillary, about 8 units, all huddled around their base, never sent to the front....

Given the quantity of artillery in one place, my guess is that they recently purchased them from the World Market. (The WM will make arms sales and sometimes even donations to the people it likes....) if they were relatively recently bought, they may not yet have received 'assignments', or they may not have built up the efficiency levels enough (purchased units start with almost no efficiency).
Bombers are used in various ways, but because of the long time it takes to repair air units they are sometimes kept in reserve until major situations arise.
