I remember some built-in method of modifying a unit's facing... but can't remember if it was in sr2010 or sr2020, or sr cold war... etc.
I have found a proofed method of modifying a unit's facing in sr2010, even if there is not a built-in method:
1)- move the unit to the hex you wish to locate the unit in
2)- clear the unit's orders
3)- pause the game
4)- order the unit to move to the adjacent hex you wish to face
5)- unpause and then immediately repause the game
6)- clear the unit's orders
...the unit should spin about to face the hex.
this doesn't work to face a water hex behind other water hexes for non-amphibious units, though facing a water hex seems defeatist. at least you cannot have arrived in the hex adjacent to a water hex via the water hex (unless, of course, amph. unit). ...water hex.

Unit facing can be preset at a remote location... and then conveyed using a transport unload. The unit seems to retain its facing after being unloaded.
