The text indicate they are in war and ceasefire each other. But it is peace in the begining of scenario. What signify them?
And what's mean "armsavail"? Can I buy unit designs of this country?
Where can I find a particular manual for GMC file?

I don't remember how much information we released about the .GMC file, but whatever we released would be in the mapeditor documentation.
the "armsavail" variable sets what nation's equipment the World Market will offer a country. So from that example the World Market would offer South Korea US equipment.
The "war" and "ceasefire" set those preexisting conditions as existing. I remember us having some troubles with these settings.
As an example 04war:7 would make player 4 be at war with player 7 when the game starts. In such a case you should have 07war:4 in the variables for player 7 as well.
