Can i force the invaded population to join my army?

Once you conquer a region area you begin gaining its loyalty i think once you get its loyalty to yourside itsp opulation is allowed to begin being conscripted into your army.

Yes, that's right - conscription (and volunteers) are from your total population, but are also affected by loyalty and popular approval factors.
