If i order it to hex a specific hex is there any chance it can miss and hit a completely different hex ?

We might have some of that with long range missiles, but not with artillery. Since hexes are anywhere from 8 to 30 km, I don't think that current artillery is that inaccurate. Even SCUDs were able to hit within 8km of their target weren't they???
