On the second panel:

Does Formation, and Transports have adjustments that can be made?

Schedule I am assuming is out for now?

Under unit mission settings:

Can an order #2 be made?
Can Tactic, Target importance, loss tolerance be adjusted?

Some of these things can be adjusted, some cannot; all adjustments available are made through the 'detail' 3rd panel screens, called up from the buttons at the right of the 2nd panel.
