Am I correct in thinking that a region will be able to field less infranrty units than they would be able to in say tank units, based on population required for each unit(monetary costs aside)?
Does the population required for a unit include those people that would be required for maintanance ?Or just the people to use it?

You are absolutely correct!! An infantry battalion is often 70 squads with 10 men (or women) to the squad, meaning that 700 reservists are used to field one battalion! Compare that to a tank battalion of 54 tanks with 3 men (or women) to the tank for only 164 reservists… if you have only about 5000 reservists left, choosing how to use them can be crucial. The support staff for the units are assumed to be part of the staff at the bases in your territory.
Personnel are used for units and military structures. A large base has a staff of 38000 when fully active. Even supply depots, airstrips and research centres have staff that come from your reserves. In times of staff shortages some of these buildings can be deactivated to “free up†the staff. This is a little unrealistic for the research centres, but was the only way to get the relations we wanted.
