If a tank batallion loses 8 of its tanks, how will it get 8 new tanks to replace them ?

Are they automatically deployed from your stock piles (if you have them) to the units in need by the auto supply system ?

Do you have to issue a command or order for it to happen ?

How much time does it take and what if anything affects the time required ?

The thought of stockpiles is cool...just a lot of tanks sitting in a parking lot. They're not considered units because they have no support/logistics/crew assigned to them. Would it be possible to have a whole load of tanks or planes just sitting there waiting to be activated.......oh yeah. The reserves.

Replacements will be automatically provided to a unit using the "Supply Model" as you guessed. The further you are from a source, the longer it will take. If you were standing on a source, then you would get replacements at the speed they would build.

(Example : If it takes 15 days to build a Light Infantry Battalion and it has a strength of 70, by sitting on a supply source you would get replacements at a speed of almost 5 per day.)

would this mean that units garrisoned at a military base would never be able to be cut off from supplies or reinforcements/replacements ?

Currently, yes. But once you trap some units on a base, you'll likely use artillery or air elements to clean the hex so you can have the base or at least not have to worry about it. Replacements are sent at somewhere near 1/4 the speed at which the unit is built. Might get one replacement tank every third day...
