AI adjusting facility activation in version 0.1104

Hello,

A users was concerned that if the AI ever has a facility deactivated due to lack of manpower, it just will never ever get activated again. Anyone feel like making a savegame that would test/validate some of this?

We'll try and test this in house as well, but figured I'd mention it.
