We've finally been able to fix the issues regarding using missiles to target a specific facility in a location. You should not be able to take an aircraft with a cruise missile and target the spy academy at a military location, a nuclear power plant at an industrial location, or anything else you want to take out.

Needs testing to ensure it's all working properly. Air, land, sea and sub launched should all be tested. Please and thank you!
