On the research tab of the UI. Research efficiency is displayed twice, but has 2 different values.
On the picture, you can see the 100% value, if you hover over the icon to its immediate left, then it says research efficiency.
However, if you hover over the building picture, the popup also shows the efficiency, but says a different figure (in my case, 83%).
