In SRU AI was using engineers as normal infantry which is not their true purpose. Even though there are no mines in game and you can build trenches on any supplied hex they still have other useful abilities, like speeding up facility constructions.
I'm suggesting that AI, when it starts construction or repairs of a facility, check for available engineers (those without standing orders) and send them to the location to assist construction/repairs. When the constructions/repairs are done, clear engineer orders so that they become 'free' again for new task.
That way they are useful during war, after war (war reparations) and during peace time for construction of new facilities.
