Spy Units too powerful

The human player can abuse spies.

You just build 100 of them and then you don't need air recon or other recon units or also recon distance 13km, 24km, 41km, it all doesn't matter.

Just flood the enemy with spy units and there you go - now you simply wipe out an enemy 20 times stronger than you are with cheap 150k units you wipe out a military of 1 million troops and 1 trillion of equipment..

just use spies.

to avoid this - maybe significantly reduce the "recon" mission capabilities of spies or remove them altogether.

By reduction I mean:" don't reveal all units" like 1 spy can recon 2 or 3 enemy units.. but if an enemy at some location around a military base has 49 units for instance, you'd need to put there 15-25 spies to see all of that ..

Which is also more realistic - how could a single spy keep track of dozens of battalions or divisions and all their deployments accurate enough for enemy artillery to locate and shoot them?

Even if on a single hex - units usually keep moving in that area making it hard for arty to hit them.

Or create a new level of gameplay - spies can locate units for you - so you know they're there - but that data isn't accurate real-time information for artillery to use to target them...

Either way - spies on recon are way to powerful
