(1073, 1077) Space Unit Initiative high vs full

Acccording to the tooltip of FULL initiative, this level adds the ability for the governor to deploy and reserve units. Thus presumably this is not an option for HIGH initiative. I'm noticing that even if I have my initiative set only to HIGH, units are deploying from reserve. (I can't remember if I've brought this issue up before, maybe only on Discord.)

Units are auto deploying even at Medium space unit initiative, so it seems like some other mechanism is causing them to deploy than just the initiative setting.

If that's the case, it's fine, but then the FULL initiative tooltip text should be made clearer to indicate how it's distinct. The only thing that differentiates FULL from lower settings is the "auto reserve and deploy" indicated in the tooltip. There are no other features listed for FULL. But since deployment appears to happen under all initiative levels, it's not clear how FULL is different from HIGH.
