(1073) Assigned priorities issue/confusion re: outpost focus

When setting my colony governor assigned priorities to the Outpost focus, I find that after a while the settings change - new priorities get added to the list and I think some get removed. I don't recall this ever happening with the other focus options. My assumption was that these priorities were player controlled only. (Not the underlying behaviors themselves, but the specific assignment of priorities.)

Just today we got a fix for all of this, should be in the next build coming very soon. We'll update the files when we flip the FastTrack to public.
