default settings for units are messed up

some subs spawned for me, so i moved them to where i knew the enemy would move ships in the area of... the ships came ,my subs ignored them. I went in and looked, and the default for these subs was to NOT attack ships or subs.... once i changed that they started to do their job. Art has the same problem

...i looked at why my helis were so ineffectual , same reason , all roles turned off.
