Survey ship behavior suggestion

Survey ships currently appear to prefer to "touch" system after system without fully surveying them. That feels like unexpected behavior. I would expect them instead to enter a system, fully survey it, then move on to the next system. I think the default behavior should be switched to this, with maybe a toggle option to revert to the current method.
