To phrase an answer a new way to your question...
In our "map editor" we have bordered most of the worlds independent countries and many large countries have their provinces and states divided. For example. Canada has all it's provinces and territories divided. Other countries like Russia have been divided into large "new" territories, using existing Oblast or Okrug boundaries where possible. Now, all this is done in our map editor. I think in total there are over 300 individual regions in the world.
To "play" the game we make a "group list" which provides to the player a list of countries that total no more than 255 countries at once. This is done for game performance and game play reasons. Since we want to offer different maps to play on, the "group lists" provided in the release of 2020 will have some countries grouped and others divided. For example, in one map, you'll see Canada grouped back together while on another "group list"/ map, you'll see Canada divided. At all times you see the entire world to play on. But it's just a matter of which countries will be grouped in which ways.
The current group list I am looking at while developing the game has Botswana as it's own country but the United States is, united together, so KY is not separate. Another group list (i think) will have both Botswana separate and KY separate, and it would be a map with the US divided.
As a side note... we do have every map for every region that is in the map editor, in the game. When a region is grouped, in the game you will see the dominant country flag and name or today's country flag. Example: if you play and Ontario is divided from Canada you will see the Ontario flag. But if you play a map where Canada is not divided it will use the Canada flag.
