How do these works? I have built a supply depot, but its supply level is at zero and I can't get it higher (no jokes please!). Supply trucks don't repair it and they trek right past it, all the way across NSW, to get resupply.

What am I missing?

This is the best large-scale simulation I have yet come across. Looking forward to 2020.

Supply depots generate supplies, so if the depot is finished building it should show as generating supplies in a day , and that percentage should grow each day til it maxes.

If the supply depot is not finished building, it will not generate supplies.

So if your trying to build a supply depot in a hex that has zero supplies, (0%) than it will not even build UNLESS you put some engineers next to it.

If thats your problem, you are trying to build a supply depot in a hex that has no supply, than simply park an engineer unit (or more than one) next to the depot and it will build.
Once built it will supply a small area around it with supplies.
