im tryin to buy a 5-hex about 805-pop piece of land

im allied with them full relationships

i tried buying it for 40000mil dollars

and.............refused wtf is wrong with them!!!

feel free to find the old thread and make some suggestions on how the AI should "value" land considering it would be very easy to sell it land that puts it in conflict with one of its allies are to use them as a barrier against another region...
