I did a bit more thinking on the notion of leaders and I came up with the following traits that I think would be appropriate for the scale of SR2010, as I understand it:

Basic Attributes:
Charisma (determines popular support)
Admin (determines corruption rates,
Diplomacy (bonus % chance that outcome of any action will be successful)
Loyalty (to player)
Creativity (% chance that current project is completed 5-50% sooner/more successfully)

Leader Skills:
Military
Army Navy Air Force Free
Mobile Warfare Anti-Surface Air Superiority Attacker
Engineer Anti-Sub Ground Attack Defender
Marine Escort Mobility Security
Helicopters Air Defense Staff
Paratrooper Logistics
Commando Intelligence

Yes a lot of upcoming strategy game like pax romana,hearts of iron,moo3 etc are using leaders concept and i think it's great, it adds a sort of role play and personality to the game so i hope sr2010 has an indepth leaders system too.
