The game offers a number of social issues to be played with. Depending on your investment you will get a quality rating for Health Care, Infrastructure, Law enforcement, Family Subsidy, Culture, Education and yes, Environment. Obviously, outside factors such as density of polluting industries will have an affect. Remember that we offer cleaner power sources if the player is willing to spend the extra cash. Uranium isn't cheap these days

There's actually a few things we offer for players that want to try to take a more "environmentally friendly" approach. As was mentioned there is the option for cleaner power industries, including the option to research future technologies such as fusion power.
As well, you are able to designate areas as parkland, or take away such designations from existing parks - do you drill in the Arctic Wildlife reserve? There will be both an separate "environmental" rating for each region, as well as an overall public approval effect.
This aspect may not interest most players, but some may find it interesting to try to run a region and stay environmentally sound.

I could be wrong here, but i think polution is still modeled very loosely in the "environment" part of social services.
As mentioned there are techs that lower polution and help parts of social services .
Waste management tech -lowers polution 5% and raises health care rating by 5%
