Quick question

I'm sorry if this has been asked before but I haven't been able to find the info.

I see alot of stuff about scenerios but I usually just like to play a sandbox style game on a worldwide map. Can I start, say with Iowa (who doesn't love exciting Iowa?) and eventially take over the world?

Yes but only in the campaign. The Scenarios are strung into a campaign and that is how you take over the world. On the World Map, Iowa will be part of a larger area that has already been conquered. In the US NW map, you can start as Iowa but your map only covers from Washington to Kansas.
