If the choice is one or the other, I'd say go with the facility way of handling them.

But it seems to me the best way is a third catagory that is a mix of both.As you point out,they have some of the properties of both.

If possible I think having different stages of damage equal different capabilities of handling different types of aircraft would work really well and be realistic for airfields.
