The builder for hapx files is our own proprietary tool, it will not be released. We don't mind users digging in the UI files, but this is an area we wont' be able to support. I have never found a need to build roads (Interstates) in 9 years of playing. Then either you prefer railroads or have never played a nation like Chile with huge swaths of land like its southern parts without any transport there. in my ideal vision trains would be transport units that can only travel on hexes with rails. Making them vulnerable to destruction. Downside would be unit count bloat..and the AIs less than stellar track record with using transport units... [_]O

I'd probably remove all preexisting events to allow for a genuine sandbox scenario. if removing all events it can be done with two \\ added to the scenario file before the event file and a recache... that ones about the easiest mod request ever.
