Leg's Infantry Speed when on Railways

As most units experience a certain bonus when traveling over roads, isn't there a moddable way to apply a significant bonus when traveling over railways?

These could cheaply simulate train transportation.

TBH, Balth I cannot remember which version I had, since I wasn't very much into gaming for these last years.
