Might the sandbox be a combined game and editor, allowing the player to perhaps pause the game and change things (adding/removing terrain, objects, units, cash) then resuming the game...

...or, you play in a great big desert!

US Pennsylvania scenario

A bug with the river to the far north east. The real river is 1-2 hexes NE of the displayed river (on the map, not real life). So a truck was able to cross the visual river (ID'd as forest) but unable to cross the actual river (displayed as forest?) ... upgrade 3 installed.

Further to this problem... I tried a small scenario after setting graphics to 16bit (from auto) and setting the Nvidia alt settings on... I had no problems. However, I don't regard this as a proper test as I tended to have problems with large amounts of units (500+ for me alone) rather than the 100 ...

Thought as much...trust me to be unique...

I'll certainly check drivers (again). I would run without sound but I find the noises help in alerting me to things going on. Maybe I can try that as an experiment.

Strange. The freezing seems to have 'gone away' for now. The sound on/off didn't seem to make any difference and I was able to play the game with sound without any apparent problems. The problem also seems to have disappeared from other games that exhibited the effect. This suggests that the problem...

One complication is that bases provide supply. Closing many bases may disrupt supply, leading to production and military reductions in effectiveness.

You can augment supply by building supply depots and other non-build capable bases but this adds a temporary cost/delay.
