Since 2020 development has ended, I'm reasonably confident saying this isn't possible anymore. The code base has evolved past this and can't be rolled back.

George has answered that before in a thread. IIRC there are 3 primary +1 per region. They double up when there aren't enough threads. There might be some other small ones (sounds, cursors).

This is working as designed. While exceptions could be made for 8/40, exceptions could create future conflicts. Just use the "make alive" event.

There is an event to make regions "alive" again. That's likely needed. When a region dies it get's flagged as "dead" so that events related to it which would no longer make sense (say, signing a treaty) are ignored.

The decision on the maps was first made for SR2020, so 10 years ago now. I don't remember how the decision was made.

Naval fuel cells seem to do nothing as well. Hmm, that's an interesting one. The intention was to have some ships that were used fuel cell technology. A set of ships that were built on a different concept. It would seem we never added the ships. That tech should be a unit prereq. Not sure what we'l...
