It is a boolean type that defines what containers the facility may be built around. If uContainCiv is non zero than the facility may be built around a city container. Can i ask you to try a solution for me as i am unable to test this without all your files, create a new "AllLoad.ini" file by copying the original and rename it something like "CW2AllLoad.ini". Open the new file and replace the filenames and locations for the files in your mod, like the DEFAULT.PICN...

The Government Type data structure won't be updated for Supreme Ruler Ultimate, but we have changes planned for Galactic Ruler and for the Next Generation of Supreme Ruler.
