Can't change sea hex's ownership?

I guess modding is a battle with many of mysteries.. I wanna change ownership of few sea located hexes, that belong to UN, to Denmark. And wrote in .CSV file like this.. 海ヘクス移譲構文(無効?).png ..but it didn't work. The hex was still UN's. I tested same way to a land hex, Germany's to Denmark's, then that...

Got it! Thanks for your advice!! ..and sorry to make another question. (this will be a last one) Shattered World.Scenario says including "SW.CSV" from "Custom\SW" like this.. SWシナリオ抜粋.png ..but I can't find SW.CSV in the file. Custom¥SW.png These are all that I have in the file, but game is working...

Switching hex ownership is handled in the event section of the .csv Debts are contained in the .CVP each nation has its own line for debt. Wow, Fistalis! I was trying to mod your 2020MOD !!! Thanks for your help, now I got how to handle hexes. ( [_]O ...and how careless I am, it was written on wiki...

Several modding questions.

I want to add few hexes to several regions, and want to add debts too.
