The events guide you through the game in the playable nations in campaign. You cannot play any country in campaign, only the majors. Anchluss is an event, so is Treaty of Munich. Your units already automatically move by rail if it is shorter then taking a road. You can notice this in Eastern Europe the easiest where there is less roads and more rail.

Units move faster on road, so it has to be a route that is obviously shorter with rail.

You probably have extended range on artillery set. I think that is default settings when you start a game. Basically all artillery get 1.5X the range. Also the power of artillery needs to be toned down A LOT. A unit moving 12KM on land would not be completely destroyed even bu hundreds of artillery ...

Agriculture is slightly more complicated... You can destroy all timber and agriculture buildings and it never goes to 0, this is because you naturally get timber and food from the territory you own. From my understanding all buildings produce the same amount of materials whether the HEX is dark RED or light RED.
