USSR infantry

The 1945 infantry unit for the USSR is missing from its 1949 inventory. I believe that this is linked with the unit ID changeover.

You are not having 30% CPU usage.

1) Start task manager and get the graph going.

2) Open the game a play for a few minutes.

3) Alt-tab back to the task manager. You will see that when you were in the game, the CPU usage was much higher.

There's still something weird about defense costs. For example, as the UK with default spending my defense costs for one year are nearly 200 billion. I believe real life UK defense spending is currently about 30 billion per year. Also, in real life the UK's gdp/c is twice what it is in the game.
