There is also a Gamersgate version. There is also, a fairly recent Amazon retail version (not sure if it is just a Steam key or what).

Here is a link to a .7z folder with two saves inside. One is from an Autosave (with periodicity set to 1 per day) on 1936-04-16 _before_ USSR DoWs against Estonia, the other is after the DoW (I had it on max speed, and when I heard the alert about war paused it and saved it) but the exact same date....

I wonder if there is anyway in the files that are external to the .exe to tweak the stacking limits so that something like "100" units was the limit? I wonder what effect that would have on gameplay? Obviously it would gunk up the UI pretty badly given it is not designed to deal with that many rows ...
