i'm a little perplexed about the "city as supply source". Supposing a foreign power invades India and conquers, say, Bombay, i don't think it would alleviate the need for a sea supply line back to the home country of the invaders. spare parts, ammo, etc, couldn't be built in the newly conquered city...
